Cracking down on a recent increase in teenage prostitution, Tokyo's government is moving to ban an act still legal in Japan's largest city: sex with children.
A city advisory panel has urged a prohibition on "obscene acts" with anyone under 18, targeting specifically adults who solicit teenage girls for sex.
